How I can prevent leaks and moisture in my home?

Renewal of my living room. When the wall of the adjustment, I realized moisture from the plaster and the floor line. It is not enough for a problem, I want to prevent future leaks. If I use a silicone sealant between the floor and plaster panels, which is a) prevent future leaks, B) lead other problems? I'm going to install hardwood floors and seat back to the wall, so that the sealant will not notice. However, doing something for prevent water from ruining the wood floors.

First, where is the source of moisture? You must stop the humidity in your home. Caulking between the floor and drywall will not help the moisture penetrates the wall and the floor around putty. Silicone in general do not adhere to wet surfaces. I guess it's a window Above this humidity?
